It was not anticpated that there would be the difficulty which was later experienced in finding first hand information on the subject. It was discovered that the courts in very few instances had separate records for Negroes. The 1920 federal census figures were considerably out of date. Moreover, the effects of the Prohibition statutes upon Negro crime were just beginning to be analyzed. The first answers of judges and clerks to a questionnaire were tardy in appearance and disappointing in content. It was finally determined to await the appearance of the 1930 federal census figures and of later prison reports before attempting to draw any conclusions upon so delicate a topic as Negro criminality. -- Preface.
