The humble representation and memorial of many persons become bankrupts, who, altho' they have strictly conformed themselves to the laws concerning bankrupts, have not been able to prevail upon their creditors to grant them their certificates; whereby they are prevented from entering into business, in order to maintain themselves and families, and becoming once more useful members of society.
